一、专业技术人员

1．本标准所称专业技术人员，包括测绘专业技术人员和测绘相关专业技术人员。

测绘专业技术人员，是指测绘工程、地理信息、地图制图、摄影测量、遥感、大地测量、工程测量、地籍测绘、土地管理、矿山测量、导航工程、地理国情监测等专业的技术人员。

测绘相关专业技术人员，是指地理、地质、工程勘察、资源勘查、土木、建筑、规划、市政、水利、电力、道桥、工民建、海洋、计算机、软件、电子、信息、通信、物联网、统计、生态、印刷等专业的技术人员。

申请大地测量、测绘航空摄影、摄影测量与遥感、工程测量、不动产测绘、海洋测绘、地图编制、导航电子地图制作的单位，测绘相关专业技术人员不得超过本标准对专业技术人员要求数量的60%；申请地理信息系统工程的单位，测绘相关专业技术人员不得超过本标准对专业技术人员要求数量的80%；申请互联网地图服务的单位，专业技术人员比例不作要求。

2．未取得专业技术职务任职资格的其他测绘从业人员，应当通过测绘地理信息行业职业技能鉴定获得国家职业资格证书。

二、有必要的技术装备及固定的工作场所。

三、有较完善的质量体系和技术、经营、人事、财务、档案等管理制度。

四、质量管理

甲级测绘资质单位应当通过ISO9000系列质量保证体系认证；乙级测绘资质单位应当通过ISO9000系列质量保证体系认证或者通过省级测绘地理信息行政主管部门考核；丙级测绘资质单位应当通过ISO9000系列质量保证体系认证或者设区的市级以上测绘地理信息行政主管部门考核；丁级测绘资质单位应当通过县级以上测绘地理信息行政主管部门考核。

申请互联网地图服务专业范围的，不受前款规定限制。

五、测绘业绩

1．申请晋升甲级测绘资质的，应当符合以下条件：近2年内完成的测绘服务总值不少于1600万元，且有3个以上测绘工程项目取得省级以上测绘地理信息行政主管部门认可的质检机构出具的质量检验合格证明。

2．申请晋升乙级测绘资质的，应当符合以下条件：近2年内完成的测绘服务总值不少于400万元，且有2个以上测绘工程项目取得设区的市级以上测绘地理信息行政主管部门认可的质检机构出具的质量检验合格证明。

3．申请晋升丙级测绘资质的，应当符合以下条件：近2年内完成的测绘服务总值不少于50万元，且有1个以上测绘工程项目取得县级以上测绘地理信息行政主管部门认可的质检机构出具的质量检验合格证明。

一、 申请测绘资质的单位应当符合下列条件：

（一）有法人资格；

（二）有与从事的测绘活动相适应的测绘专业技术人员和测绘相关专业技术人员；

（三）有与从事的测绘活动相适应的技术装备和设施；

（四）有健全的技术和质量保证体系、安全保障措施、信息安全保密管理制度以及测绘成果和资料档案管理制度。

测绘资质等级专业类别的申请条件和申请材料的具体要求，由《测绘资质分类分级标准》规定。

　二、申请单位应当提交下列材料的原件扫描件，并对申请材料实质内容的真实性负责：

（一）法人资格证书。

（二）符合专业标准规定的专业技术人员身份证及依法缴纳社会保险的材料,退休的专业技术人员的退休材料和劳务合同；测绘专业技术人员的学历证书和职称证书，测绘相关专业技术人员的学历证书或职称证书。

（三）符合专业标准规定的技术装备的所有权材料。

（四）符合通用标准规定的材料。

（五）申请甲级测绘资质的，应当提供符合专业标准规定的测绘业绩材料。

三、对在本标准实施前测绘单位已有的用于申请测绘资质的专业技术人员，在不离开本单位的前提下，实行“老人老办法”，原有专业和职称等级继续有效。没有测绘专业高级职称的注册测绘师可以计入中级测绘专业技术人员。

关于测绘资质

如果只自己用，不对地图进行修改和制作，是不要测绘资质的。

如果是做导航电子地图或者互联网地图，那一定要测绘资质的，导航电子地图制作要具有与完成道路数据采集和数据信息加工处理能力相匹配的人员和设备等等，申请导航电子地图制作资质的企业注册资金不低于6000万元。人员也要100人左右，至于测绘资质跟一般测测绘资质不一样的。互联网地图制作的测绘资质要乙级以上，人员大概20人，具体见《测绘资质管理规定》和《测绘资质分级标准》
